Purpose
In 2006, the Handicapped person independence support law was enforced, requiring 10,000 out of 150,000 handicapped people who are in an institution to shift to local community support.
N.E.Bank-Mikkelsen from Denmark has been raising Normalization as a practical idea for half a century insisting on equality for handicapped people. Many countries in the world including Denmark, U.S.A, Sweden, have already shifted from large-scale institutions to the local community based style.
Particularly Sweden which from 1986 to 1999 shut down all the large-scale institutions.
To achieve equality, what do we need to do to shift to the local style for handicapped people?
From birth to death, how do we solve various problems to support handicapped people?
All the parents and guardians who have a handicapped person living in isolated areas have no local support services. For all citizens of the prefecture, we invite lecturers from all over the world, to think about how to live with handicapped people together, and deepen understanding.
